I started with a piece of Stathmore 400 Watercolor Paper and used Kristina Werner's "Ink Smooshing" technique to create the colorful background with some distress inks.I stamped a cupcake from WPlus9's Sweets & Treats Stamp set colored it in with Copics. A die from the My Favorite Thing's Pierced Square STAX was used to cut down the copic-colored cupcake.
The happy birthday sentiment from WPLUS9's Unforgettable stamp set was stamped using Versamark Water Mark Ink on black cardstock and embossed with white embossing powder. A variety of sequins and Coats and Clark Copper colored thread were used to finish off the card.
